Unlike environmental portraits where the subject is portrayed with elements of their work or lifestyle, headshots simply focus on the person’s face.

I don’t interpret this to mean the photograph only includes the face. It can be from the shoulders up, a three quarter shot, or really tight in. I think the purpose is to have a background that isn’t distracting, use really flattering light, and to hopefully have some of the person’s character come through.
